Voice-over (ook bekend als off-camera of off-stage commentaar) is een productietechniek waarbij een stem - die geen deel uitmaakt van het verhaal (niet-diegetisch) - wordt gebruikt in een radio-, televisieproductie, filmproductie, theater, of andere presentaties. De voice-over wordt voorgelezen uit een script en kan worden ingesproken door iemand die elders in de productie voorkomt of door een gespecialiseerde stemacteur. Synchrone dialoog, waarbij de voice-over de actie vertelt die tegelijkertijd plaatsvindt, blijft de meest voorkomende techniek in voice-overs. Asynchroon wordt echter ook in de bioscoop gebruikt. Het wordt meestal vooraf opgenomen en over een film of video heen geplaatst en vaak gebruikt in documentaires of nieuwsverslagen om informatie uit te leggen.
Voice-overs worden gebruikt in videogames en wachtberichten, evenals voor aankondigingen en informatie op evenementen en toeristische bestemmingen. Het kan ook live worden gelezen voor evenementen zoals prijsuitreikingen. Voice-over wordt toegevoegd aan elke bestaande dialoog en moet niet worden verward met stemacteren of het proces van het vervangen van dialoog door een vertaalde versie, waarvan de laatste wordt genoemd nasynchronisatie of herstemming.
